Class 1, 2 or 3 Firearm Cert

Can only be delivered by: Head and Deputy of ARU

Authorisation to carry and use class 1, 2 or 3 firearms. Training and certification may only be delivered by the Head and Deputy of ARU.

NPAS Cert

Can be delivered by: Any Silver command (side divisions)

National Police Air Service — air support qualification. Can be delivered by any Silver command; side-division cert.

Driver Cert (Response)

Can be delivered by: Response Command

Baseline response driving qualification. Required before progression to IPP and advanced driving certifications.

  • Safe response driving standards and vehicle control
  • Road traffic law awareness while on duty
  • Radio updates and scene arrival procedures
  • Pre-pursuit driving fundamentals

Taser Cert

Can be delivered by: Response Command

Authorisation to carry and deploy Conducted Energy Device (CED) / Taser. Officers must complete approved training before being certified.

Announcement & Verbal Warnings

When presenting Taser, you must give the announcement speech:

"Taser Trained Officer, 50 thousand volts, you have 3 warnings."

Before deploying, you must loudly announce "Taser, Taser, Taser" so other officers and subjects are aware.

Before applying handcuffs after deployment, you must announce "Going in cuffs" to inform colleagues you are moving in to restrain.

  • Use of force framework — when Taser is proportionate and necessary
  • Pre-deployment considerations — risk assessment, bystanders, environment
  • Targeting zones and drive-stun capability
  • Post-discharge procedures — medical assessment, removal of barbs, documentation
  • Mandatory reporting and use-of-force forms
  • Refresher training and recertification requirements

IPP Cert

Can be delivered by: Response Command

Authorisation to engage in vehicle pursuits as a driver. Officers must provide the following to Control in this order during the Initial Phase Pursuit:

  1. Location & Direction — Road name | Postal | Landmark
  2. Vehicle Description — Shape | Colour | Door count
  3. Speed & Lane of Travel — Current speeds | Correct lanes or incorrect lane of travel
  4. Vehicle & Civilian Density — Low | Medium | High
  5. Road Conditions — Wet | Dry | Dirty
  6. Weather Conditions — Clear | Light | Dark | Rain | Snow
  7. Visibility — Poor | Moderate | Good
  8. Dynamic Risk Assessment (DRA) — Low | Medium | High
  9. Driver Classification — IPP | Advanced | TPAC
  10. Police Vehicle — Marked | Unmarked

Control must authorise pursuit. Continuously review DRA and discontinue when risk outweighs necessity.

Advanced Driver (TC) Cert

Can be delivered by: RPU

Response driving qualification above IPP level. Authorises higher speeds and more complex pursuit scenarios. Builds on IPP fundamentals with advanced roadcraft and pursuit tactics.

Response Driving

  • Blue lights and sirens — when authorised (Grade 1) and safe to use
  • Extended speed parameters — within your qualification level
  • Limit point assessment — reading the road and adjusting speed accordingly
  • Commentary driving — verbalising hazards and decisions

Pursuit & Post-Pursuit

TPAC Cert

Can only be delivered by: RPU

Highest-level pursuit qualification. Authorises tactical contact and containment to terminate pursuits.

  • Tactical contact — authorised techniques for controlled vehicle stops
  • Boxing in and containment strategies
  • Spike deployment coordination (where trained)
  • Risk assessment for tactical termination
  • Command structure — TPAC commander role
  • Post-incident procedure and mandatory debrief

Spike Cert

Can be delivered by: RPU

Authorisation to deploy spike strips / stingers to terminate vehicle pursuits. Coordination with pursuit controller and TPAC where applicable.

  • Placement and recovery — safe positioning, visibility to pursuing units
  • Authorisation and timing — when spike deployment is authorised
  • Post-deployment — vehicle stop, scene safety, documentation

Negotiations Cert

Can be delivered by: Response Command

Authorisation to act as a negotiator in hostage, barricade, or crisis situations. Negotiators aim to de-escalate and achieve a peaceful resolution through communication.

Demands Rules

When hostages are present, the subject is entitled to make demands based on the following rule:

1 demand per hostage — applies to both civilian and officer hostages (e.g. 3 hostages = up to 3 demands).

All demands require command approval before being agreed. Document each demand and the response given.

Unreasonable demands must be refused, including head starts, singing, and dropping weapons.

Negotiation Script

First

Radio over to officers that you are taking negotiations. Give description of suspects, weapons in hand, IC codes, etc.

Introduction

"Hello my name is Brad Smith, [Your name] GC-01 [Your Call Sign] with The Manor Police based out of Sinner Street station. I will be your negotiator today. Before we start negotiations I need to conduct a welfare check on the hostage."

Welfare Check

  • Ask if they have been harmed
  • Ask if they have been given food and water

Demands from PD

"Before we continue with negotiations, there are a few demands you must follow to keep this a safe environment. The first demand is that you do not harm the hostage in any way, may that be verbally or physically. The second demand will be to not point any weapons at any officers. The third demand will be to not discharge any firearms. If you fail to meet those demands we will call off the negotiations with a 10 second warning for you to drop the hostage and allow them to move out the building."

Demands

"With that in mind, what is your 1 demand for this hostage?"

Take demands and radio them over to officers.

Finalization

"The time is now 18:00 [Time]. Demands are going to be finalized and followed by PD. If you breach any of the demands stated earlier on we will call off demands. When you are ready to leave please drop the hostage at the door. You have 15 minutes to complete the robbery before we call negotiations off and breach the building."

Core Principles

  • Active listening — show the subject they are heard; paraphrase and reflect
  • Empathy — acknowledge emotions without agreeing with harmful behaviour
  • Rapport building — establish trust and reduce hostility
  • Behavioural Influence Stairway Model — empathy → rapport → influence → behavioural change

Scenario Types

  • Hostage — establish contact, assess demands, prioritise hostage safety
  • Barricade — contain, communicate, buy time for tactical options
  • Suicidal / high-risk — de-escalate, avoid triggers, create space for voluntary compliance

Role & Boundaries

  • Work alongside armed support and scene command — negotiator does not direct tactics
  • Clear handover procedures when tactical resolution is authorised
  • Negotiator does not make promises (e.g. immunity, charges) without command approval
  • Document all communications and time-stamped key events

Interviewer Cert

Can be delivered by: Response Command

Authorisation to conduct structured suspect interviews under PACE. Required for custody interviews and formal questioning.

  • Planning and preparation — offence summary, evidence review, interview strategy
  • PEACE model — Preparation, Engage and explain, Account, Closure, Evaluation
  • Questioning techniques — open, probing, and challenging questions

Off Road Cert

Can be delivered by: Response Command

Authorisation to drive police vehicles off-road for pursuits, rural patrols, or terrain access.

  • Off-road vehicle handling — mud, gravel, grass, uneven terrain
  • Recovery and stuck-vehicle procedures
  • Terrain assessment — gradient, surface, visibility
  • Pursuit off-road — DRA, authorisation, safe termination
  • Radio updates when leaving surfaced roads

Bike Cert

Can only be delivered by: RPU

Authorisation to operate police motorcycles. Required for traffic, response, or patrol duties on bike.

  • Motorcycle handling — balance, braking, cornering
  • Response riding — blue lights and sirens when authorised
  • Lane filtering and urban navigation
  • Pursuit on bike — IPP structure, DRA, authorisation
  • Protective equipment and PPE requirements
